First of all, make sure that you are connected to a working WiFi or Cellular network. To activate FaceTime on an iPhone, you need SMS messaging. Depending on the carrier you are on you might be charged for this SMS.
Now if all of these are okay, then go to Settings > General > Date & Time and make sure that the date and timezone are set correctly. Otherwise, there could be an activation error. 1. Turn Off and Turn On FaceTime

4. Sim Card Issue
This might not seem like an issue but your mobile network can cause the activation error. First, check if your mobile network is working all right. You can also try to open your sim slot and remove it for some time and then place it back. If you have other sim cards you can try using those to activate FaceTime on your iPhone.
5. Reset Your WiFi Settings
If you still have the issue you can try to reset your WiFi settings. Again just like the sim card, this might not look like a problem but there’s nothing wrong to try.
